Asian Games military exemption: Korea's football gold means 34 months
Asian Games military exemption explained: Korea's football gold means 34 months of sports service and 544 hours of public service. Bench players qualify too.
On the night of October 3 at Toyota Stadium in Aichi, Japan, Eom Ji-sung scored in the 61st minute and South Korea beat the host nation 1-0 to win a fourth consecutive Asian Games men's football gold. At the medal ceremony, though, the Korean flag on the centre pole never reached the top while the anthem played. By the next morning, a popular Korean community aggregator was showing posts on both the flag mishap and the players' military service side by side.
The short answer: calling it an exemption is misleading. Under the Military Service Act, an Asian Games gold makes an athlete eligible to serve as an arts and sports service member. That means two years and ten months of service while continuing to play, 544 hours of public service and a military training call-up. The current decree also no longer limits team sports to players who actually took the field.

Not an exemption but 34 months of alternative service
Article 33-7 of the Military Service Act lets the Military Manpower Administration reassign athletes recommended by the culture and sports minister as arts and sports service members. A man who would otherwise enlist as an active-duty soldier is moved to the supplementary service category first. He does not wear a uniform, but he is still completing his military obligation, just through a different route.
The mandatory period is two years and ten months, after which the service counts as completed social service. Athletes keep playing for their clubs, but if they stop working in their field without good reason, the service is extended by five times the number of days missed. For example, ten unexcused days away from the sport add 50 days to the service period.
The real cost is time and duty: 34 months in the sport and 544 hours of service before it is over.

Do bench players qualify too?
A common question is whether unused squad members qualify. Article 68-11(1)5 of the current enforcement decree simply lists a person who placed first at the Asian Games. The bracketed phrase limiting team sports to players who actually competed was deleted in a June 2020 amendment. On the text alone, every registered member of a gold-medal squad meets the requirement regardless of minutes played.
The Military Manpower Administration's own history table for the programme also lists the clause as deleted on 30 June 2020; the confusion comes from the rule that still applied up to the 2018 Jakarta Games. Reassignment itself still follows a process: the athlete applies, the ministry sends its list to the Military Manpower Administration within 14 days, and the administration decides. Players who have already completed military service are not affected.
The rule that catches athletes during service: approval before sponsorship
Sports service members are supervised by the culture and sports minister, and corporate advertising or sponsorship during service requires prior approval. Ministry data released by lawmaker Jo Eun-hee and reported by Star News on 2 October show that 17 athletes reassigned after Asian Games golds were warned between 2022 and August 2026 for unapproved advertising or sponsorship. Ten were baseball players.
The cases cited include sponsorship that continued after a permit expired, applications filed long after a contract was signed, and declared terms that did not match the actual deal. Article 33-10 of the Act says holding another job without approval leads to a warning, and each warning adds five days of service. It is where the flood of offers after a gold medal collides with the duty of service, and the same rules will apply to this football squad once its members are reassigned.
Pick the question you actually have
Whether a player still enlists is answered in the first table, bench eligibility in the second section and sponsorship rules in the third. If you want to judge whether the system is fair, or check the wording yourself when the argument flares up, start below.
An editorial guide organised by question, based on the current Act and decree and on published reports. Individual reassignment is confirmed only by the Military Manpower Administration.
Is the system fair at all?
The Asian Games gold criterion dates back to 1990, and the debate over abolishing it returned after this year's baseball title.
- 01Baseline
Compare against 34 months of service and 544 hours of public service, not a full exemption.
- 02Argument
Former lawmaker Ha Tae-keung again called for the benefit to be abolished (Segye Ilbo, 30 September).
- 03Record
Include how service is managed, such as the 17 athletes warned for unapproved sponsorship deals.
I want to check the wording myself
Open the Enforcement Decree at the Korean Law Information Center to see the wording that applies now.
- 01Eligibility
Decree article 68-11(1)5 shows the Asian Games first-place wording and no appearance condition.
- 02Duty
Act article 33-8 sets two years and ten months; Decree article 68-12 sets 544 hours.
Individual players' service histories and schedules are not covered because no official announcement has been made.
The flag mishap: what has been confirmed so far
Putting the Gyeongbuk Domin Ilbo and HuffPost Korea reports together, the sequence is this. The second and third-place flags rose, but the Korean flag on the centre pole failed to reach its position during the anthem; staff intervened and it reached the top only after the anthem ended. Captain Lee Gi-hyeok said that if it had been intentional it was really bad, adding that it was a pity the flag could not be properly raised for players who had worked so hard.
Earlier in the Games, on 18 September, the North Korean anthem was played before a men's hockey match between South Korea and Bangladesh; organisers blamed an employee of an outside company for sending the wrong file. On the flag incident, reports checked on 4 October only quote the organising committee as saying it was looking into the situation. Whether it was deliberate has not been established.
